The Anti-Corruption Court approved a settlement on 3 November 2026 returning the premises, adjoining buildings and land to municipal ownership, the Prosecutor General’s Office said.

Sole source: Abovyan is to regain ownership of its No. 7 kindergarten premises, adjoining buildings and land under a settlement approved by the Anti-Corruption Court on 3 November 2026, the Prosecutor General’s Office said. The office put their combined market value at about AMD 1.24 billion; the kindergarten premises measure 3,203.35 square meters and the land plots total 0.9167 hectares.

Prosecutors said the property had been sold in 2004 and the purchasing company later gave the municipality the right to use the building for the kindergarten. The settlement provides for ownership to return to the municipality, rather than just a right of use.

The sale and the lawsuit

Prosecutors alleged that the kindergarten had not been dissolved when its building was sold: it was still operating with a director and staff. The purchasing company’s director was the kindergarten director’s son, and only part of the property for sale had been valued.

The office also said Abovyan’s municipal council approved a sale price and conditions in decision No. 65-A on 7 July 2004, but the community head departed from them. The contract instead used the price and conditions set in the community head’s 26 July 2004 decision No. 237.

The Prosecutor General’s Office’s State Interests Protection Department filed a lawsuit against the municipality and private individuals on 14 September 2026. It sought to invalidate auctions, recover property from allegedly unlawful possession and apply the consequences of invalidity.

Investigation continues

The settlement, approved by the Anti-Corruption Court on 3 November 2026, provides for the property’s return; the prosecutor’s announcement did not say that the transfer had been completed or specify a deadline. The office said a parallel criminal investigation continues under the supervision of a prosecutor from the Kotayk Regional Prosecutor’s Office.
