Biometric data are measurements of physical traits used to verify a person’s identity. The office opening is separate from the nationwide passport and identity-card issuance process, which Armenia’s Interior Ministry had announced would begin on 1 November 2026.
The opening follows the signing of an independent expert company’s report on the public-private biometric-document program. The Interior Ministry said Interior Minister Arpine Sargsyan and HAYPASS chief executive Régis Bouchier signed it on 30 October 2026. The report certified that the parties had fulfilled their investment obligations and were ready to begin operations; it did not itself open document services.
The ministry says HAYPASS will provide the new services, but the state will continue deciding whether documents are issued. The company’s access to personal data will be limited to the particular transaction and remain under state supervision.
In its October 20 announcement, the Migration and Citizenship Service scheduled online preregistration through haypass.am for 31 October 2026.
The Interior Ministry also said participants in the readiness meeting agreed to introduce e-gates—automated border-crossing systems—at Armenia’s border checkpoints within a short timeframe.
