The decision approves three annexes governing how Armenia’s tax authority and foreign authorities exchange and protect financial-account information.

Armenia’s Cabinet approved procedures for exchanging financial-account information with foreign authorities at its October 22, 2026 meeting, ArmBanks reported. Three annexes govern sending information abroad, receiving corresponding information through Armenia’s tax authority and protecting transmitted data.
Cabinet Decision No. 718-N of June 5, 2025 previously governed these procedures. The exchanges take place under the Common Reporting Standard, an international framework developed by the Organisation for Economic Co-operation and Development.
ArmBanks describes the technical arrangements as requirements of the 2025 decision, not as newly introduced rules. Those arrangements used XML, a standard format for structuring data, and a secure transmission system. The tax authority prepared a separate package for each recipient country, checked that files met technical requirements, compressed them to reduce their size and encrypted them to protect their contents.
Under the earlier procedure, encrypted packages were to be sent to foreign authorities each year by September 30, according to ArmBanks.
The replacement’s effective date and the precise changes to those operating requirements remain unclear. The October 22 decision provides for repealing the June 2025 decision, ArmBanks reported.
