Lori governor Aren Mkrtchyan says the Stepanavan deal would unite Civil Contract and Businessman in a 17-seat majority ahead of the council’s mayoral vote.

Civil Contract will support incumbent Stepanavan mayor Armen Grigoryan for another term under an agreement with Businessman, whose election list he led, Lori governor Aren Mkrtchyan said on October 28. In Yeghegnadzor, the council-seat allocation leaves Civil Contract and Republic tied, with New Era’s single seat potentially deciding the mayoral vote.
Civil Contract received 189 more votes than Republic in Armenia’s October 25 local elections in Yeghegnadzor, but both parties secured the same number of council seats. Neither won more than half the vote.
| Party | Seats |
|---|---|
| Civil Contract | 13 |
| Republic | 13 |
| New Era | 1 |
The allocation gives the council 27 seats, so 14 votes would form a majority. Either leading party could reach that number with New Era’s support. Azatutyun said New Era’s position would determine the mayor if both intended candidates stand.
Areni community head Husik Sahakyan, who leads Civil Contract’s list, said he plans to stand for mayor. He said Civil Contract has no agreement with Republic to elect him. Republic political council member Romik Mkhitaryan said his party would nominate its list leader, incumbent Yeghegnadzor mayor Davit Harutyunyan.

Preliminary results put Civil Contract ahead in most of the 21 communities that voted on 25 October, alone or in the Solidarity alliance with the Businessman Party; in Stepanavan, the Businessman Party list led by incumbent mayor and Civil Contract member Armen Grigoryan leads with 41.54% to Civil Contract’s 35.32%.
