Lawmakers approved the Armenia–US agreement 63–32, with no abstentions. It sets out plans for links through Armenia between Azerbaijan and Nakhchivan, with entry into force tied to both countries confirming completion of domestic procedures.
Armenia’s National Assembly approved ratification of the Armenia–US strategic cooperation framework for the Trump Route for International Peace and Prosperity (TRIPP) on October 28, 2026, Civic.am said. The news site is close to the governing Civil Contract party, whose peace agenda centres on a peace treaty and normalisation with Azerbaijan and Turkey.

The framework follows the August 8, 2025 joint declaration signed in Washington by Armenia’s prime minister and Azerbaijan’s president, witnessed by the US president. The agreement’s text, dated May 26, 2026, also cites a separate January 13 joint statement announcing the TRIPP Implementation Framework. Armenia and the US are the parties to the agreement approved by parliament.
An expert estimates that 60 hectares of Shikahogh forest have been cut since 2022 to build positions and roads. Farming has effectively stopped in nearby fields. Armenian authorities see border delimitation as a way to address the territorial issue.

Armenia and the US say the project is intended to improve Armenia’s domestic and international connections, open markets for both countries and create opportunities for Armenian businesses during construction and operation. Those are the framework’s objectives, rather than results of the parliamentary vote.
The framework envisages a TRIPP Development Company incorporated in Armenia. Its US shareholder, TDC US, would be established in Delaware and wholly owned by the US International Development Finance Corporation, a US government agency.

Once the company is established and each project area determined, Armenia is to grant exclusive land-use and development rights for an initial 49 years. A further 50-year extension would require mutual agreement and increase Armenia’s stake to 49%.
A company charter and shareholders’ agreement are to set out decisions requiring mutual consent. These include ownership or control changes, certain major financial transactions, concession terms and national-security matters. Concessions are agreements granting rights to develop or operate particular projects; Armenia remains their sole grantor.
Parliamentary ratification and entry into force are different steps. Article 11 says the agreement takes effect when the last diplomatic note is received confirming that both countries have completed all required domestic procedures.
Implementation also calls for corporate and project decisions. The US states its intention to seek authorisation for the joint venture, including notification to Congress and approval from the development finance corporation’s board. Armenia and TDC US are to sign the company charter and shareholders’ agreement.
For individual projects, the framework calls for agreed implementation areas, concessions or other agreements with company-approved subsidiaries, and the necessary licences and permits. These are the steps envisaged for turning the bilateral framework into construction and operation of specific links.
