The US Central Intelligence Agency (CIA) has posted a Spanish-language video on X giving instructions to potential Cuban informants who believe they have information useful to the agency, Al Jazeera reported on October 24.
The public recruitment effort follows a US-imposed oil blockade earlier in 2026. Al Jazeera reported that the blockade has placed Cuban civilians under intense economic hardship, with fuel shortages and blackouts worsened by failing infrastructure.
On Friday, US Secretary of State Marco Rubio appealed on X to Cubans seeking political change. Citing “the disappointment of failed promises, corruption, and the privileged lives of only a few”, he urged civilians to pursue change through “a discreet partnership with the CIA”.
Cuba’s Deputy Foreign Minister Carlos Fernandez de Cossio mocked the appeal. In a post on X, he portrayed public recruitment as a sign of desperation within the agency, comparing it to selling a tube of toothpaste.
Separately, Al Jazeera reported that US President Donald Trump and other senior US officials had for months hinted at military intervention and a permanent US presence in Cuba. Those hints are distinct from the CIA’s disclosed instructions for contacting the intelligence agency.
For potential informants, the video’s stated first step is to visit an official US embassy in person, if they can safely travel to one.
