The civil orders let courts impose restrictions and treatment requirements on adults. Breaches without reasonable excuse can lead to arrest and criminal penalties, including up to two years in prison.
The UK government introduced Respect Orders in England and Wales on 26 October 2026, giving courts powers to restrict adults’ activities or require treatment for persistent antisocial behaviour. In its launch announcement, the Home Office said police could arrest people for breaching the orders. A breach without reasonable excuse can lead to criminal prosecution, with possible penalties including unlimited fines or up to two years in prison.
The orders replace civil injunctions for adults. Under the earlier framework in the Anti-social Behaviour, Crime and Policing Act 2014, breaches were treated as contempt of court—failure to obey a court order. Courts could already attach arrest powers at their discretion; the new orders make breach without reasonable excuse a criminal offence.
Respect Orders apply only to adults aged 18 and over. Police, local councils, housing-association landlords and transport networks are among those able to apply to a court. Existing Youth Injunctions remain available for under-18s.
The Home Office says a person must have engaged in, or threatened to engage in, conduct that has caused or is likely to cause harassment, alarm or distress. The definition covers harm to any person, and judicial approval is required before an order can be imposed.
Courts can ban someone from town centres or prohibit drinking in specified public places, such as high streets and parks. They can also require drug or alcohol treatment or anger-management courses, which the Home Office says are intended to address the underlying causes of the behaviour.

Labour promised Respect Orders in its manifesto. Full Fact’s government pledge tracker, published on 19 November 2024, identifies the Crime and Policing Act 2026 as the law establishing them. The Act received Royal Assent—the formal approval that makes a bill law—on 29 April 2026.
Home Secretary Shabana Mahmood said on 26 October that authorities had lacked the powers needed to deal properly with antisocial behaviour, and that the introduction of the orders fulfilled the government’s manifesto commitment.
Alan Mendoza, co-founder and executive director of the UK-based Henry Jackson Society think tank, told Fox News on 27 October that vague definitions could allow the powers to be wrongly applied to lawful speech or protest. He said the powers should be tightly defined and proportionate, with clear statutory limits, proper evidence requirements, judicial oversight and an effective right of appeal.
The Home Office did not explain at the launch which provisions brought the orders into force or how and when someone can appeal. It also did not set out the required standard of evidence or how courts must keep restrictions proportionate.
The Home Office says orders will be uploaded to a national police database so officers can check whether someone is subject to conditions and arrest them for suspected breaches.
Rebecca Bryant, chief executive of Resolve, a membership organisation focused on antisocial behaviour and community safety, said the orders offered a chance to address persistent offending and its underlying causes, but that success would depend on police, housing providers and local authorities working together effectively.

The change applies across pension schemes from 28 October 2026. Where the member died before 75 and had enough remaining allowance, delays beyond two years no longer make lump sums taxable.
