The Football Federation of Armenia’s (FFA) executive committee has approved five regulations, including club-licensing rules covering teams, staff, facilities and finances. The federation published the documents on 3 November 2026. The licensing rules require clubs to have at least nine youth teams. The licensing edition entered into force on 30 October, the day it was approved.
The other documents cover match delegates, stadium infrastructure, licensing for UEFA women’s club competitions and amateur football competitions for the 2026–27 season. All except the season-specific amateur rules are 2026 editions.
A national license is required to play in the Armenian Premier League. A UEFA license allows a club to enter European club competitions if its sporting results also qualify it, Sportaran said in its account of the regulations. National licensing requires at least one season in official competitions and FFA membership or a relevant contractual relationship. A three-year requirement applies to UEFA licensing, subject to exceptions.
Youth, women’s and futsal teams
Clubs must have at least nine youth teams: four must be in age categories between 12 and 18, one must be for children under 12, and four may be in any age categories. All must play in official competitions recognized by the FFA. Clubs must also have a youth development program lasting three to seven years, with a defined budget, coaching staff and infrastructure.
Article 18 requires the women’s team to compete in the Armenian Women’s Premier League or First League. Clubs must also field a futsal team in official FFA competitions. Futsal is a form of football played with smaller teams.
The rules distinguish between Category A failures, which can lead to a license being refused, and Category B violations, which can bring disciplinary sanctions but cannot by themselves justify refusal. The futsal requirement is in Category B; the youth and women’s teams, infrastructure, qualified personnel and financial compliance are essential licensing requirements.
Coaches, staff and facilities
The first-team head coach must hold a valid UEFA Pro coaching license or a UEFA-recognized equivalent. The youth-development head also needs a UEFA Pro license or equivalent; the assistant head coach needs at least UEFA A or equivalent; and the first-team goalkeeping coach needs UEFA Goalkeeper A or equivalent.
Clubs must employ a chief executive, a qualified financial officer, a press officer, medical personnel and staff responsible for security and match organization. Press officers need relevant professional education or at least three years of journalism or public-relations experience, as well as specialized FFA training.
Each club needs access to an FFA-approved match stadium. For a UEFA license, the nominated stadium must meet at least UEFA Category 2 standards; some European competition stages may require more. Clubs can rent a stadium under a written agreement with its owner, and the same principle applies to training facilities. Training access must be available year-round, including summer and winter.
Financial checks
Applicants must submit annual financial statements audited independently. A club’s equity—its assets minus its liabilities—must be positive, or its equity position must have improved by at least 10% from the previous designated reporting period.
Clubs must have no overdue transfer payments to other clubs within the prescribed deadlines and must confirm that they have no relevant overdue salary payments or other outstanding obligations to employees. They must also meet requirements concerning obligations to tax and social authorities, the FFA and UEFA. The regulations use 28 February and 31 March as reference dates for assessing outstanding debts.
