Kazakhstan’s Interior Ministry has published a draft law to ratify an agreement with China on security and law enforcement at the Khorgos International Border Cooperation Center. The two countries signed the agreement in Beijing on 7 September 2026; the draft is a separate proposal to ratify it.
Khorgos is a visa-free zone for trade and shopping across the Kazakhstan–China border. The proposed agreement concerns security procedures at the center.
Investigations and information sharing
Eurasianet said the agreement sets out procedures for investigating offenses, locating and detaining suspects, and responding to national-security threats. Citing Kazinform, it said the draft provisions would let authorities exchange national-security information without a prior request.
Public consultation on the draft is scheduled to close on 18 November 2026. The official consultation listing records 27 October 2026 as the draft’s creation date.
