The Democratic challenger to Representative Tim Moore says she thought the 2019 rental matter was resolved. The Mecklenburg County Sheriff’s Office confirmed that a deputy served her with a criminal summons on October 11.
Democratic congressional candidate Lakesha Womack was served on October 11 with a criminal summons for felony failure to return a hired motor vehicle, the Mecklenburg County Sheriff’s Office told Fox News. A deputy from the Polk County Sheriff’s Office served the papers. Womack is challenging Republican incumbent Tim Moore in North Carolina’s 14th Congressional District.
The pending case concerns a rental from 2019 and was filed in January 2020. Womack said deputies served her as she arrived at her campaign event in Polk County; the Mecklenburg County Sheriff’s Office did not confirm that location.
Court records detailed in an October 15 report first published in a version by The Carolina Journal identify the vehicle as a 2019 Toyota Corolla rented from Budget Car Rental. The summons alleges that Womack willfully failed to return it by October 23, 2019, and lists its value as $20,000.
A November 26, 2019, police incident report said the rental began on October 7, the vehicle had not been returned by its deadline, and attempts to locate Womack had been unsuccessful. The case was filed on January 14, 2020. Mecklenburg County returned the original summons unserved on February 13, 2020. Court records later recorded the reissued summons as served on October 11, 2026.
Under North Carolina General Statute 14-167, willfully failing to return a rented motor vehicle worth more than $4,000 at the time of rental is a Class H felony. The threshold concerns the vehicle’s value, not the amount of unpaid rental fees. The case number is 20CR201748-590.

Womack said she was homeless during financial difficulties in 2019, could not afford the rental car and that it was recovered. With no stable address, she did not receive the original summons and learned of the criminal case only days before the October 11 event.
In an October 9 video, Womack acknowledged that she still owed money and said she had thought the matter was resolved. She also acknowledged missing the vehicle’s return deadline.
Womack questioned how deputies knew her vehicle and whereabouts after years without serving the papers. She accused Moore and his campaign of trying to distract voters. It has not been established that Moore or his campaign initiated the reporting. Moore’s campaign said the case raised serious questions and that she owed voters an explanation, particularly because her court date falls after the election.
Womack said in later videos that she could not discuss an active case. Her next court appearance is scheduled for November 10, one week after the November 3 congressional election.
