London’s Metropolitan Police has settled detective Linda Williams’s civil claim for an undisclosed six-figure sum without admitting liability, the Guardian reported. The claim sought damages over the force’s alleged failure to protect her from former officer David Carrick and the circumstances that she said left her unable to report the rape.
Williams, who has waived her right to anonymity, was raped by Carrick in 2004 and reported the attack in 2021. Carrick, a former armed Met officer, is serving 37 life sentences after attacking more than a dozen women.
Williams said the Met’s legal team questioned the severity of her post-traumatic stress disorder (PTSD). She alleged that the team used her continued strong performance at work to suggest she had shown no signs of psychological trauma after the rape.
She described the handling of her claim as devastating and said she had experienced a lack of empathy and support from police. Williams called for commissioner Mark Rowley to resign and proposed a unit overseen by victims who understood the experience of rape.
The Met acknowledged that serious flaws in its approach to investigations at the time prevented it from identifying Carrick’s pattern of abusive behaviour. Those failures meant it missed opportunities to pursue him through misconduct proceedings—the police’s internal disciplinary process. The force expressed deep regret and recognised the additional impact on Williams because her exposure to Carrick arose from her work as a Met officer.
Responding to her account of the civil proceedings, the Met said it had tried to reduce further distress and renewed trauma, and had aimed to handle her claims as quickly and compassionately as possible. It also commended her continued public service.

The force said Rowley had previously met Williams and exchanged emails with her. It said he had contacted her to ask whether she would meet again to discuss these issues in person.
