The council also reprimands the Pakistan fast bowler for his exchange with Will Jacks in Lahore, adding a fifth demerit point to his record. England’s players are fined after finishing three overs short of their bowling target.
The International Cricket Council (ICC) announced on October 28 that it had sanctioned Pakistan fast bowler Haris Rauf and England’s players over Sunday’s one-day international in Lahore. Rauf’s punishment adds a demerit point to a disciplinary record that had already led to a two-match suspension in 2025.
| Who | Reason | Penalty |
|---|---|---|
| Haris Rauf | Level 1 conduct offence | Reprimand, 20% of his match fee and one demerit point |
| England’s players | Three overs short of the bowling target, after time allowances | 15% of each player’s match fee |
At the end of the 46th over of Pakistan’s innings, Rauf appealed for a wide from the non-striker’s end and argued with England all-rounder Will Jacks. The ICC said Rauf raised his bat and continued the exchange after umpire Sharfuddoula Ibne Shahid warned him. Rauf then brushed past the umpire while walking towards Jacks. The council found that he breached Article 2.2 of its Code of Conduct, a Level 1 offence covering conduct contrary to the spirit of the game.
England’s penalty concerns how quickly the side bowled its overs. Under Article 2.22, players are fined 5% of their match fees for each over their side fails to bowl within the allowed time. The ICC counted a three-over shortfall after time allowances, producing the 15% fine.
Sri Lanka’s win eliminates England and sets up Saturday’s final against Pakistan, leaving Thursday’s England–Sri Lanka match with no bearing on qualification.

On-field umpires Rashid Riaz and Sharfuddoula, third umpire Wayne Knights and fourth umpire Nassir Hussain brought the charges. Rauf and England captain Harry Brook admitted their respective offences and accepted the sanctions proposed by ICC match referee Jeff Crowe, so neither case required a formal hearing.
The ICC found Rauf guilty of breaching Article 2.21, concerning conduct that brings the game into disrepute, in the September 14, 2025 India–Pakistan match and again in the September 28 final. For each offence, he was fined 30% of his match fee and given two demerit points.
Rauf entered the Lahore match with four demerit points from two India–Pakistan Asia Cup matches in September 2025. Those four points led to a suspension from Pakistan’s one-day internationals against South Africa on November 4 and 6, 2025. Al Jazeera said Rauf served the two-match ban.
ICC rules keep demerit points on a player’s record for 24 months from the date they are imposed. The Lahore point takes Rauf’s total for three offences in that period to five; the ICC’s October 28 announcement specifies no additional suspension. Al Jazeera said a ban would double if his total reaches eight points.
In Lahore, Shadab Khan’s unbeaten 113 and an unbroken 89-run last-wicket stand with Haris Rauf secure Pakistan a place in the final.
