Rosstat, Russia’s federal statistics agency, acknowledged on 1 November 2026, that its information resources had faced coordinated cyberattacks from 29 October through 1 November. Its main public website was inaccessible when The Moscow Times published its November 1 report.
The agency said it had detected no database compromise or leakage of legally protected information. The duration and geographic reach of the loss of public access remain unclear.
Public access to some demographic information had already narrowed before the attack. Rosstat stopped publishing annual cause-of-death statistics in 2024, although its methodology includes deaths resulting from military operations.
Rosstat said messages from the Belarusian Cyber Partisans and Silent Crow hacking groups appeared on its main website and regional portals. The agency described the attacks as carefully planned, targeting several areas at once and involving specialists operating from multiple locations.
The hackers claimed to have downloaded about 23 terabytes of information, including data on Russian losses in the war in Ukraine, demographic and economic statistics, and documents marked “for official use only.” Those theft claims remain independently unverified.
Silent Crow also claimed to have breached and destroyed Rosstat’s internal computer infrastructure, Azatutyun said. That destruction claim remains independently unverified.
Rosstat said its monitoring systems promptly flagged suspicious activity, allowing staff to begin responding quickly. Rosstat said specialists were working with information-security units and law enforcement to determine how the attacks were carried out and identify the sources of the threat.
In its November 1 statement, the agency said public access to its official website would be restored “in the near future.” It gave no specific restoration deadline.
The engineer and entrepreneur is the recipient of Armenia’s State Award for Global Contribution to High Technology. Prime Minister Nikol Pashinyan is scheduled to present it in Yerevan on 5 November 2026.
