Russia’s government has extended the ban on direct producers’ exports of diesel, marine fuel and gasoils through 31 January 2027, its press service said, as Civic.am reported. The government says the extension is intended to maintain stability in the domestic fuel market.
The preceding extension, announced on 30 September, had kept producers’ restrictions in place through 31 October 2026, the government press service said in a report by Interfax. Exporters that do not produce fuel were already subject to restrictions until the new January deadline.
Exceptions may be made for individual suppliers. Ahead of the extension, Russia’s Deputy Prime Minister Alexander Novak said some export shipments would remain exempt, but he did not specify the conditions, Vedomosti said in its October 30 report.
Separately from the adopted restriction, Novak projected an increase in diesel exports in November. His October figure was an export plan, not a confirmed shipment total.
| Month | Planned or projected exports |
|---|---|
| October | 510,000 metric tons planned |
| November |

Lawmakers raised the minimum from the proposed 70% and removed a proposed ₾150,000 fine for unauthorized tournaments, while retaining a separate penalty for licensing violations.
| Up to 2,150,000 metric tons projected |
Novak said export volumes would depend on demand in the global market.
