South Ossetia’s parliament unanimously approved Soslan Margiev as prime minister, JAMnews reported on October 23. The 44-year-old former chairman of the Moscow Region Court joins a president and first deputy prime minister who previously worked in Russia’s federal government.
The vote followed President Marat Kambolov’s appointment of several ministers and a first deputy prime minister. JAMnews said making those appointments before parliament confirmed the prime minister breached the procedure for forming a government.
In coverage published on September 18, JAMnews reported that the European Union did not recognise the presidential election in Georgia’s Tskhinvali region, described in that coverage as Russian-occupied territory.
Kambolov personally selected Margiev. The president argued that Margiev’s legal background would help restore law and order, JAMnews reported.
Kambolov also appointed Ekaterina Tolstikova as first deputy prime minister. She previously worked with him in Russia’s federal government. Together with Margiev, the appointments place officials with Russian government or judicial backgrounds in the presidency, premiership and first deputy premiership, according to JAMnews.
Other appointments went to local officials, including the heads of the interior, emergency situations and defence ministries, JAMnews reported.
Addressing MPs, Margiev said South Ossetia needed reforms. He named better access to high-quality healthcare, expanded social benefits, greater investment appeal and tourism development as priorities. He said partnership with Russia could help deliver those changes.

Completing the cabinet remains an immediate task. The economy, agriculture, justice, and education and science ministerial posts were still vacant in JAMnews’s October 23 report.

The change applies across pension schemes from 28 October 2026. Where the member died before 75 and had enough remaining allowance, delays beyond two years no longer make lump sums taxable.
