The Treasury had explored a new route for wealthy overseas applicants, but Healey is understood to have abandoned the plan ahead of his 28 October budget.

UK chancellor John Healey is understood to have scrapped a proposed visa route for wealthy people from overseas, The Guardian said in its 28 October 2026 budget preview. The Treasury had explored the plan earlier in the year.
Bloomberg said on 16 October that Healey was considering the route for that month’s budget as part of an effort to attract immigrants who could help economic growth. People familiar with the matter described a possible path to residence similar to the former investor visa.
The former route ended in 2022 amid concerns that applicants, especially from Russia, were abusing it to launder illicit money.
The reported abandonment concerns a proposed new route, rather than a change to existing UK immigration rules. Healey is due to present his first budget on 28 October.

The government plans a 26 November start for suspensions covering 101 food and agricultural products, including garlic, gherkins and plant-based milk.
