US government announces over $5 billion in guaranteed processing loans

The White House says the financing is available to modernise meat and seafood processing, while the FDA proposes a voluntary US-caught seafood label.

The White House announced on October 23, 2026, that more than $5 billion in US Department of Agriculture-guaranteed loans had become available to modernise meat and seafood processing. The financing backs borrowing rather than providing grants, and the total covers both industries—not seafood alone.
The announcement accompanies the America First Seafood Strategy, which follows an April 2025 executive order signed by President Donald Trump calling for the strategy’s creation. The White House did not specify a seafood-only allocation or which processors qualify for the loans.
The strategy prioritises rebuilding infrastructure by reducing regulatory barriers to expansion and modernisation. The White House attributes a significant loss of US seafood-processing capacity to permitting barriers affecting private investment in working waterfronts, cold storage and shoreside facilities.
The administration also describes stronger import certification and compliance, partnerships with industry and efforts to widen overseas market access as ways to support US fishermen. These are elements of its approach to improving profitability, rather than announced results from the new financing.
Alongside the financing and strategy, the US Food and Drug Administration is proposing a voluntary “U.S. Caught Seafood” label. According to the White House, it is intended to help consumers identify seafood caught and harvested by American fishermen; it is not a mandatory labelling rule.
The administration also launched Seafood.gov to provide information about federal seafood initiatives. The proposed label is available to download there, the White House said.
