British Prime Minister Andy Burnham increased Britain’s commitments to Ukraine by £10 billion (about $13.4 billion) over 3 years on 28 October 2026, Al Jazeera said in its October 30 report.
The UK government said the package was additional to its existing commitment of £3 billion a year for as long as needed. The new support was intended to help Ukraine defend itself, maintain economic stability and keep essential public services running through the winter.
What Britain committed
The government’s October 28 announcement described a mix of economic backing and financing capacity, rather than a package consisting entirely of cash payments or weapons deliveries.
Export-finance capacity is a cover limit: the maximum financing UK Export Finance can back, not a cash payment or weapons delivery. The increase brings its Ukraine limit to £6.5 billion for reconstruction and defense projects, with military support prioritized.
| Measure | Amount | Purpose and form |
|---|---|---|
| Economic support | £7 billion (about $9.4 billion) | To be made available over 3 years, including guarantees and grant funding. |
| Additional export-finance capacity | £3 billion (about $4 billion) | Al Jazeera described this as being for weapons. The government specified increased UK Export Finance capacity prioritized for military support. |
| Additional winter air-defense support | £500 million (about $671.5 million) | Military support intended to fill urgent gaps in Ukraine’s air defenses this winter. |
The economic component includes up to £5.5 billion (about $7.4 billion) in World Bank guarantees—promises to cover financial obligations if needed. The figures describe commitments, not assistance already delivered. The government has not announced a detailed schedule for releasing the funding or delivering weapons under the package.
Earlier security agreements
Britain and Ukraine signed a naval agreement in November 2021 covering vessels and other equipment in response to a Russian military buildup. On 17 February 2022, Britain, Poland and Ukraine agreed to a pact to strengthen strategic cooperation.
Ukraine seeks funding to expand drone production
Al Jazeera also said Ukrainian Defense Minister Yevhenii Khmara had asked European allies that week for funding to double drone production to about 16 million units in 2027, including through joint production abroad. Ukrainian President Volodymyr Zelenskyy has said Ukraine could triple drone production if enough funding were available.
Leaders seek more support from partners
Burnham and Chancellor John Healey informed Zelenskyy of the decision before its announcement in the Budget. In their call, the British leaders said developments in Ukraine were central to British and European security.
The leaders agreed to use the upcoming European Political Community meeting to seek further support for Ukraine from partners.
