Britain’s government sets out £7 billion in economic support over three years and £3 billion in export-finance capacity, prioritising military support through the latter.

The UK government announced an additional £10 billion support commitment for Ukraine on 28 October, covering economic assistance and financing prioritised for military needs. In its account of a call with President Volodymyr Zelenskyy, the government said the increase would be included in that day’s Budget.
The commitment builds on earlier British support. Britain and Ukraine signed a naval-support deal in November 2021 as Russian forces gathered near Ukraine’s border. Russia launched its full-scale invasion on 24 February 2022, escalating the war that began in 2014.
The British government lists three components:
| Component | Amount | Purpose and timing |
|---|---|---|
| Economic support | £7 billion | Support for Ukraine’s economy over three years |
| UK Export Finance capacity | £3 billion | Additional financing capacity for Ukraine, prioritised for military support |
| UK Ministry of Defence support | £500 million |

Those amounts add up to £10.5 billion. How the £500 million fits within the government’s stated £10 billion total remains unclear.
Civic.am, a news site close to the governing Civil Contract party, reported that Zelenskyy said on Telegram after his call with British Prime Minister Andy Burnham that the additional £10 billion would be provided over three years, with £7 billion for economic support and £3 billion for export-financing capacity. He called the decision powerful and timely, saying Russia should understand that Ukraine would not be left alone with its problems.
UK Export Finance is Britain’s export credit agency. It supports purchases of British goods and services through instruments including loan guarantees and insurance against non-payment. The announced £3 billion therefore describes additional financing capacity, rather than a cash payment already made to Ukraine.
Britain’s announcement sets a three-year period for the economic support but gives no payment dates, approval conditions or breakdown between grants and loans. It also leaves the specific financing arrangements for the expanded export support undefined.
The British prime minister and chancellor agreed with Zelenskyy to use the upcoming European Political Community meeting to seek further support for Ukraine from partner countries.

The October 23 agreement envisages humanitarian deliveries and repatriation efforts across Kherson communities after the immediate Oleshky mission, with Melania Trump helping coordinate.
