Ukraine is awaiting US confirmation of the proposed Abu Dhabi meeting, where Zelenskyy wants ceasefires and humanitarian issues discussed.

Ukrainian President Volodymyr Zelenskyy said on October 28 that he hoped to hold talks with Russia and the US between November 6 and 10 in Abu Dhabi, United Arab Emirates. Speaking at a news conference in the Netherlands alongside Dutch Prime Minister Rob Jetten, he said Ukraine was still waiting for US confirmation of the date.
The expected window is later than the tentative November 4 date previously given by Poland’s Prime Minister Donald Tusk, RBC-Ukraine said. Zelenskyy’s November 6–10 window remains an expectation rather than a confirmed schedule.
Kremlin foreign-policy aide Yuri Ushakov said European countries would not be included in the next round. In an account carried by Al Jazeera, Interfax quoted Ushakov as saying that European participation was not discussed during the October 27 call between Russian President Vladimir Putin, Finnish President Alexander Stubb and Norwegian Prime Minister Jonas Gahr Støre.
Stubb gave a conflicting account, telling a meeting in Helsinki that European countries would be involved in November’s Abu Dhabi talks. Zelenskyy said Ukraine wanted Europe involved, citing the need for unity and stronger pressure on Russia.
According to Finland’s presidential office, Stubb and Støre initiated the October 27 call to convey messages about future negotiations. It followed an October 20 meeting in Oslo and was held in consultation with Ukraine. The two leaders spoke for Finland and Norway, not Europe as a whole. Stubb said the war’s outcome would directly affect their countries' security and wider European security.

Zelenskyy said Ukraine’s priorities included energy and maritime ceasefires, exchanges of prisoners of war, the release of Ukrainian civilians held in Russian prisons, and the return of children. He described territory as the most important issue for Russia and the US, and said Ukraine was ready to discuss it only at a meeting of leaders.
He expected the proposed Abu Dhabi meeting to involve technical negotiators rather than leaders, and said the venue could change. He also said the US could arrange a meeting of the three countries' leaders. The next step is US confirmation of the negotiating date, which Zelenskyy said he expected after November 4.
