The US embassy’s October 31 warning described a “credible threat of a mass casualty event” at Tsaritsyno Museum Reserve and urged people to avoid the area. The reserve’s hotline said it was operating normally the following day.
Russia’s Federal Security Service (FSB) said authorities had detained an unidentified Russian teenager suspected of planning an attack at Tsaritsyno Museum Reserve, a palace and park complex in southern Moscow, after receiving US information. Al Jazeera relayed Interfax’s account of the FSB statement on 1 November 2026.
The detention announcement followed an October 31 alert from the US embassy in Moscow warning of a “credible threat of a mass casualty event” at the reserve. The embassy urged people to avoid the area and said the US government was coordinating a response with Russian authorities.
The FSB said the teenager posted TikTok photographs wearing tactical clothing and a balaclava, a head covering that conceals much of the face, while holding an object resembling an automatic weapon. It also described photographs from Tsaritsyno captioned “I found a place.”
The service said a search of the teenager’s home recovered clothing and accessories shown in the photographs. It also alleged that the teenager’s phone contained searches about terrorist attacks and mass killings, and a subscription to a neo-Nazi Telegram channel. The FSB has not confirmed possession of a functioning firearm.
The FSB said it worked with Russia’s National Guard, Interior Ministry and Investigative Committee to identify the minor, in an account carried by MSK1.
In its acknowledgment on the day of the embassy warning, the FSB told TASS that the United States had supplied information through partner channels about preparations for a terrorist attack in Moscow and that work was under way. The service later thanked the United States for the information.
Russian strikes left hundreds of thousands of Ukrainian households without power across four regions, Zelenskyy said; Dnipropetrovsk’s governor said most customers there were reconnected by early evening on 1 November, but more than 60,000 remained without power.
Tsaritsyno temporarily closed after the warning. MSK1 said the grounds were cordoned off and visitors evacuated, interrupting an organ concert and a couple’s wedding anniversary celebration. The reserve’s hotline told the outlet it was operating normally on 1 November.
The United States had warned about an earlier threat to Moscow gatherings on 7 March 2024, when its embassy advised US citizens to avoid large gatherings for the next 48 hours, including concerts. The Crocus City Hall attack followed on 22 March 2024. An ISIL affiliate carried out that attack, killing more than 140 people.
In the Tsaritsyno case, the FSB said Russia’s Investigative Committee was considering what legal action to take against the teenager. No charge or court decision has been announced, and no date has been given for that pending decision.
