Russian strikes overnight into November 1 left hundreds of thousands of households without electricity across 4 regions of Ukraine, President Volodymyr Zelenskyy said. The attacks hit substations, transformers and power lines, disrupting electricity supplies to homes.
Most customers in Dnipropetrovsk region had been reconnected by early evening that day, but more than 60,000 remained without power, the region’s governor said in BBC’s November 1 report. Repair work continued throughout the day.
Ukraine’s Energy Ministry said electricity supplies were most difficult in Dnipropetrovsk and Kyiv regions. Extensive damage to energy equipment had disrupted transmission to consumers, prompting emergency outages.
The ministry said repeated Russian attacks had hit facilities where repairs were nearly complete, forcing engineers to repair equipment again and delaying reconnections. Emergency restoration work continued where security conditions allowed.
Kyivvodokanal said Russian attacks had cut power to its main water facilities on 3 November. The whole metro network was also suspended, while the water supplier and electricity workers worked to restore service.

Chancellor Friedrich Merz pledged further energy and winter assistance at a Berlin meeting with President Volodymyr Zelenskyy. The planned winter aid would total €200 million (about $223.7 million), news agency dpa said.
