World Rugby has scheduled SVNS 3 for November 27–28, 2026, alongside the top division for the first time, with two promotion places available in both the men’s and women’s competitions.
World Rugby has confirmed that SVNS 3, the third tier of international rugby sevens, will take place at the Dubai Sevens on November 27–28, 2026, RugbyPass said.
The third-tier tournament returns to Dubai, but this will be its first staging alongside the top division. That division features eight men’s and eight women’s teams.
SVNS 3 has six places in each competition, with teams qualifying through regional tournaments. The men’s field is complete; one women’s place remains available.
| Competition | Confirmed teams | Places still available |
|---|---|---|
| Men | Hong Kong China, Canada, Italy, Chile, Zimbabwe, Samoa | 0 |
| Women | China, Mexico, Poland, Colombia, Samoa | 1 |
The top two finishers in each SVNS 3 competition will earn promotion to SVNS 2, the second tier. Teams can then qualify through SVNS 2 for the SVNS World Championship, so a team starting in the third tier can still reach the championship.
SVNS 2 is scheduled to hold tournaments in Nairobi, Sao Paulo and Montevideo in early 2027.
