Vietnam’s Ministry of Science and Technology issued Circular 63 on 27 October 2026, setting an updated list of used digital technology products barred from import from 1 January 2027. The list includes computers and smartphones, as well as equipment that sends or receives sound, images or data over wired or wireless networks.
VnExpress International said the list retains many device groups covered by the former Ministry of Information and Communications’ 2018 rules but describes smartphones more explicitly. The earlier rules also banned refurbished devices and used parts and included exceptions for large-format and high-speed black-and-white printers and copiers.
The list includes microphones, speakers, headphones, digital and television cameras, radio and television broadcasting and receiving equipment, radar, navigation devices and radio remote controls. It also covers monitors and projectors.
Listed components and supplies include printed circuits, integrated circuits, electronic tubes, electrical wires and cables, fiber-optic cables, and telephone and telegraph cables. Used parts, accessories, component assemblies and electronic components of listed products are also barred.
Refurbished digital technology products are prohibited when their Harmonized System (HS) codes appear on the list. The circular defines them as used products repaired or fitted with replacement parts to restore their function, quality and appearance to a condition equivalent to new. HS codes identify goods for customs classification.
The ban covers printers, copiers, fax machines and their accessories, with exceptions. Multicolor digital printers and photocopiers are not on the list. Used black-and-white digital printers and photocopiers are exempt if they can print or copy on A0 paper or operate at 35 or more A4 pages per minute.

Used production lines, machinery and equipment that directly serve semiconductor chip manufacturing, packaging and testing, or are used for training and research, are also outside the ban if they meet prescribed conditions.
The platform plans to require disclosures for tabletop games, books, comics and soundtracks, and to add a search filter for games with disclosures.
