The European Commission said on 30 October that Canada–EU digital trade negotiations had ended, with formal signature still ahead. Canada separately signed an investment framework with the European Investment Bank; individual financing requires approval.

Al Jazeera described the digital deal as signed. The Commission’s account instead identifies the milestone as the end of negotiations, followed by procedures toward formal signature and conclusion.
Canadian Prime Minister Mark Carney hosted European Commission President Ursula von der Leyen and European Council President António Costa. The leaders launched what they called an Alliance for the Future. Their joint statement said sovereignty requires secure access to critical resources and technologies.
The digital agreement builds on the Comprehensive Economic and Trade Agreement, provisionally applied since 2017. The Commission says the new rules would protect cross-border data flows from unjustified restrictions and promote electronic contracts, signatures and invoices. Consumer provisions would require commercial messages to identify the sender and offer a way to stop further messages, alongside protections against misleading and fraudulent practices.
Both sides must complete their respective procedures. On the EU side, legal review and translation into all EU languages come before submission to the Council of the European Union and European Parliament. The Commission’s October 30 account gives no date for entry into force.
Fortune also said digital trade negotiations had concluded. It said the two sides finished negotiations on a competition agreement intended to curb anti-competitive practices and lower consumer prices.
The investment framework follows a letter of intent signed by Canada and the European Investment Bank in March. The bank says the framework lets it consider financing and technical assistance for eligible Canadian projects, including mineral extraction, processing, refining and recycling. Individual financing operations still require its appraisal and approval.
The bank says Europe is seeking more diverse mineral supplies and that cooperation could turn Canada’s resources and expertise into investment opportunities. It plans to establish a presence in Ottawa.
Canada and the EU also said they would advance cooperation on superintelligence (SI) security and safety, and launch negotiations to deepen Canadian participation in Erasmus+, the EU student exchange program. The student participation terms remain to be negotiated. Carney also announced an initial €500 million (about $560 million) Canadian contribution to the EU’s support loan for Ukraine.
Carney described the intended partnership as making Canada an “associate member,” while remaining far short of full EU membership. Al Jazeera said that term has no legal basis and is contested by some EU states.
Fortune said Carney expected Canadian ministers and European commissioners to meet in March, before he attends European Council meetings in June, when he intends to conclude negotiations on the proposed relationship. Costa confirmed the invitation and said more details would follow then.
