EU says it has invested €107 million in Greenland connectivity

The European Commission’s October 20 Arctic strategy says the EU has invested €107 million to advance Greenland’s secure connectivity, including support for the proposed Pan-Arctic Cable. The sum covers broader connectivity work, not a settled construction budget for a direct cable between Greenland and the EU.
The Commission’s October 20 strategy designates the proposed Pan-Arctic Cable an EU flagship project.
The proposed cable would give Greenland, an autonomous territory within Denmark, a direct undersea connection to the EU. The Commission says new routes would improve communications access for Arctic communities and give Europe alternative paths for data if one route is disrupted.
European companies and research organizations signed an agreement with a Greenland telecom operator in 2025 to develop the Pan-Arctic Cable. Ars Technica said the project has since received EU backing through the Connecting Europe Facility Digital programme. That backing does not mean the whole €107 million is allocated to building the proposed direct cable.
In an October 19 account of a draft strategy, Euronews said the €107 million was earmarked for connectivity projects involving Greenland. The draft strategy did not settle the proposed network’s final route, construction budget or schedule.
Analysis
The Commission envisages a direct EU–Greenland link first. Canada could be a partner in a later extension towards Japan and South Korea, but that wider route would depend on technical feasibility, demand, financing and agreements with partners.
