US nuclear regulator warns Holtec over Palisades safety culture

The US Nuclear Regulatory Commission (NRC) has told Holtec International to address a “chilled work environment” at Michigan’s Palisades nuclear plant, where staff fear retaliation for raising safety concerns, according to Ars Technica. The regulator said mitigating measures ensured that plant safety was not compromised.
Palisades shut down in 2022. Holtec, which has never operated a nuclear power plant, is seeking what would be the first US restart of a shuttered nuclear reactor. The company has secured about $2.2 billion in government support for the project.
The NRC inspected Palisades in July 2026 over concerns about safety awareness. That inspection followed a 2025 incident in which a worker fell into the reactor cavity, swallowed some water and was sent off-site for medical attention. Radiation protection personnel decontaminated the worker. Holtec said the worker sustained minor injuries from the fall and quickly returned to work.
In August 2026, a fuel assembly—a bundle of nuclear fuel rods—tilted during refueling, delaying the planned restart. Holtec said the assembly was recovered without spilling.
The NRC also said nine of the plant’s 15 reactor operators failed the initial licensing examination administered in July and August. Six individuals received operator licences.
Holtec told the Financial Times it took the NRC’s findings seriously and was addressing them to ensure safe plant operation. The company said a safety-conscious workplace was fundamental to its culture and rejected suggestions that it had rushed the work.

Holtec faces a March 2027 contractual deadline to begin supplying power to customers. That obligation does not establish a confirmed operating date.
The NRC called for prompt correction of the workplace-culture problems to prevent further deterioration in the affected departments. It plans to review Holtec’s corrective plan within 30 days, according to the October 23 report.
