Prisoner swaps remain a rare channel of contact during the war, and Russia’s ministry says the latest exchange freed 270 people on each side.

Russia’s Defence Ministry announced on 23 October that Russia and Ukraine had each exchanged 270 prisoners of war, putting the total released at 540. Ukrainian Ombudsman Dmytro Lubinets said each side also returned seven civilians.
Thousands of prisoners have been exchanged since Russia’s full-scale invasion of Ukraine in February 2022. These swaps have remained one of the few areas in which the two countries have maintained contact throughout the conflict.
Lubinets reported a civilian exchange in addition to the military prisoner swap: Russia returned seven civilians, and Ukraine returned seven.
Ukraine thanked the United States and the United Arab Emirates for facilitating the third stage of the prisoner swap, Politico Europe reported on 23 October.
Russian state media quoted Russia’s Defence Ministry as saying the freed Russian servicemen were in Belarus, according to Al Jazeera. The ministry said they would be transported to Russia after receiving psychological and medical assistance, an account also reported by Armenpress.

Ukraine is awaiting US confirmation of the proposed Abu Dhabi meeting, where Zelenskyy wants ceasefires and humanitarian issues discussed.
