Senegal’s National Assembly rejected the proposed revised budget for 2026 on 3 November. The vote followed opposition to the bill from Pastef, the party that holds an overwhelming majority in parliament.
A parliamentary document shared with AFP said the revision was intended to account for sharply higher hydrocarbon prices, driven partly by tensions in the Middle East; lower projected tax revenue following a recent government recovery plan; and rising debt-service costs.
Senegal announced in September that it had reached a $2.2 billion debt-program agreement with the International Monetary Fund (IMF), aimed at stabilizing public finances. The IMF has not announced executive board approval, and the program remains subject to conditions.
Senegal’s Ministry of the Economy said the budget rejection came as the government had severely limited room to maneuver, faced difficulty accessing financial markets and was still negotiating with the IMF.
