Ukraine’s Air Alert app sent false warnings of radiation and chemical hazards and street fighting in Kyiv on 1 November 2026. Authorities directed residents to other official information channels and sirens to follow genuine threats.
The app, supported by Ukraine’s Ministry of Digital Transformation, normally notifies users when defense alerts begin and end. The Ukrainian Air Force said it had probably been subjected to hostile interference and stated that there was no radiation threat.
The BBC said a Ukrainian body it identified as the “Central Intelligence Agency” confirmed an app failure. The body also said the app had caused a radiation-hazard signal to play over loudspeakers in Lviv region, where it said there was no radiation hazard.

Kyivvodokanal said Russian attacks had cut power to its main water facilities on 3 November. The whole metro network was also suspended, while the water supplier and electricity workers worked to restore service.
All-clear notifications followed, individually clearing each of the preceding false threats.
Dev.ua said a genuine air-raid warning for jet drones was active in Kyiv region during the false alerts, and advised residents not to ignore confirmed air-raid warnings.
Vinnytsia governor Natalya Zabolotna described the incident as a cyberattack and warned people on Telegram not to click the link in the message. The body identified by the BBC urged residents to use other information sources, enable smartphone notifications, heed sirens and read only official sources.
Dev.ua said the false messages had disappeared but users continued to report errors. By late evening, the technical cause, scale and people behind the suspected interference remained unknown. Access to users’ personal data had not been confirmed.
At approximately 23:30 Kyiv time [01:30 Yerevan time], the developers had not issued a separate public explanation. The Air Force directed residents to its official updates; it continued publishing air-threat information through Telegram, WhatsApp and Viber.
