The US-mediated talks are scheduled for 10–11 November, with Vladimir Medinsky continuing to lead Russia’s delegation. Kremlin spokesman Dmitry Peskov says European representatives cannot join the agreed three-party format.
Russia will take part in US-mediated talks with Ukraine in Abu Dhabi on 10–11 November, Kremlin spokesman Dmitry Peskov said. Presidential adviser Vladimir Medinsky will continue as Russia’s chief negotiator.
The meeting is set to be the first three-party round since negotiations stalled in February. Ukraine and Russia remain far apart on territory and post-war security guarantees, The Moscow Times said.
Peskov told Vesti that European representatives could not participate because the agreed format consists of Russia and Ukraine with the United States as mediator, Civic.am, a news site close to Armenia’s governing Civil Contract party, said.
US special envoy Steve Witkoff said the working-level talks would focus on post-war security arrangements, de-escalation, humanitarian efforts and next steps toward peace.
Speaking in Berlin on 3 November, Ukrainian President Volodymyr Zelenskyy also confirmed the talks. He said he hoped they would cover security guarantees for Ukraine, a package to help rebuild the country, and a proposal for a truce concerning energy and the Black Sea.
In an 23 October Reuters report, Zelenskyy said Ukrainian, Russian and US negotiators had agreed to technical-level talks in Abu Dhabi in the first half of November, and he hoped their countries’ leaders would meet afterward. The report said the White House had no immediate comment on the plans.
In an 23 October Reuters report, Zelenskyy said any peace agreement would need strong security guarantees and funding to maintain Ukraine’s army for 10 years. He said Ukraine was ready to negotiate a full ceasefire or, if Russia would not discuss a broader deal, one limited to energy or maritime operations. He described territory as a sensitive issue that leaders could address.
Kyivvodokanal said Russian attacks had cut power to its main water facilities on 3 November. The whole metro network was also suspended, while the water supplier and electricity workers worked to restore service.
Zelenskyy said he had spoken with US envoys Witkoff and Jared Kushner after their meeting with Russian President Vladimir Putin. He said much depended on Russia and that a similar meeting expected in October had not taken place.
On 31 October, US President Donald Trump told a Benny Show journalist that the parties were approaching an agreement to end the war. He had previously called Zelenskyy the main obstacle to negotiations and said Russia was ready to reach a deal.
Zelenskyy said he hoped the Abu Dhabi talks would pave the way for a three-party meeting of heads of state and government.
